What's the story on this? 45 rpm but a normal size spindle hole, with the ability to punch out a normal 45 size hole.

I believe I only own two like that, one from New Zealand (Hogsnort Rupert's Original Flagon Band before it was released by WB in North America) in about 1971 and the other a 12" 45 I bought in England in the mid-1980s.

This looks like the usual size 45 pressed in Canada.

Columbia did a number of promotional releases in the small hole format in the early 1980s.

The centre on this can't be punched out. Numerous London Records releases in the late 1970s had the removable centrepiece (like 45s in the UK).
Those who danced were thought to be quite insane by those who couldn't hear the music.
