I think it has been almost 35 years since I've heard his voice, but I assume that that is Bill Bellman voicing those IDs. I'm sure that Bill Phillips was doing them by the time I arrived at CHQM in June 1971.
Also really glad to hear the QM FM ID referring to "Verta-Power" -- the station's way of explaining Vertical Polarization, as opposed to the then-traditional Horizontal Polarization used for FM transmission.
I never kept copies of CFPR IDs patterned after these, but meant to highlight the LPRTs (repeaters) -- a first in CBC history, I'm told by my then Station Manager. They were great, as I had now famous Voice and TV Actor Cam(pbell) Lane voice them all.
But, I do have the set I did in Yellowknife. My favourite is this one
http://www.cfyk.com/lprt/880.wma which I've lately been referring to by saying (to CHQT employees) that "You worked for Cool 8-80? That's nothing. I worked for Cold 8-80".
The rest of the set, with descriptions, is at
