It's the late "D Dogies" D'Arcy Scott, Canada's Colonel of Country Music and prolific concert promoter. From June 1965, recorded near Lundbreck, Alberta, around the time of 1060 CFCN Radio's increase to 50,000 watts of daytime power. CFCN Radio would increase nighttime power to 50,000 watts in 1966.

The audio is a compilation of clips, taken from a nearly 60 year old reel, including a dedication "to the boys in the newsroom."
Not certain about the voice on the last segment referencing Dave Brown, host of CFCN's easy listening evening show, who followed D'Arcy's show in 1965.

Born on Scotsman's Hill, Alberta, D'Arcy started his radio career at CKLN Nelson, BC before joining CKRD in Red Deer, Alberta. In 1956, he was "Pappy Shaganappi" the host of the CKXL Calgary morning show. He would also be heard weekday afternoons as host of CKXL's "Ranch House" before joining CFCN in 1958 where remained until late 1970. D'Arcy's radio career ended in early 1976 at Drumheller, Alberta's CJDV. He died in 1993 at age 59.

D'Arcy was inducted posthumously into the Canadian Country Music Hall of Fame in 2002 - https://members.ccma.org/cgi/page.cgi/h ... &log_id=62
